PURPOSE STATEMENT
A Centreville Village Plan is being developed in order to preserve the small town village character, to maintain the quality of the Historic District, to enhance the everyday quality of life for residents, businesses and visitors, to enrich future shopping, dining and working experiences, and to beautify the environment by coordinating public and private spaces.
BACKGROUND AND PROCESS
Change is occurring in Centreville – and will continue. Without a common vision, haphazard change can result in gradual transformation such that Centreville loses the small village atmosphere now enjoyed by residents, businesses and visitors. ‘Guided change’ is a strategy to retain village character.
A Village Plan (identified as a Hometown Overlay District or HTO by County Code) involves the establishment of fixed boundaries, an explanation of the necessity of the particular plan and design guidelines. In our region, Hockessin and Claymont have already developed Village Plans for their communities.
The Village Plan concept was initially investigated by the Centreville Civic Association. Now their initiative is being developed further by a larger grassroots committee of individuals more broadly representing the community. A New Castle County land use planner is assisting the effort.
The Centreville Village Plan will be driven by community members who will develop a vision of how future change can be guided for the benefit of all. Then the Village Plan will be reviewed by the Planning Board and Land Use Department. With sufficient public endorsement and final approval by New Castle County Council, the vision will become a recognized plan to preserve and enhance Centreville.
WHO WILL BE AFFECTED BY THE CHANGE?
There are approximately 900 properties in the Centreville area which could be affected by future changes in the Village, planned or unplanned. The properties which will be most affected are the Village core on Route 52 from gateway to gateway, which consists of approximately 50 properties. Others who are primarily affected include the 120 surrounding properties with direct access to Route 52 through the Village.
